Development Manager, Canadian Multi-Family - West Coast

Overview

Reporting to the Head of Development, the Development Manager, in conjunction with team members at Starlight’s Toronto office, will be responsible for development projects in the company’s West Coast portfolio, ensuring that value maximization and project quality and execution is achieved.

Duties and Responsibilities

  • Assess new development infill opportunities expansion opportunities  and repositioning/ redevelopment opportunities within the existing portfolio
  • Provide advice to the asset management team on suite creation opportunities
  • Conduct feasibility analysis to determine the viability of such opportunities and associated returns
  • Prepare development proposal reports and business plans (cash flow requirements, funding requirements, operating pro-formas, etc) for review and approval by external stakeholders and senior management
  • Manage approval process and assist in the presentation of plans and designs to external stakeholders and senior management
  • Anticipate possible impediments to expansion/development, determine appropriate resolution, consult with internal stakeholders/ asset management, construction group etc., and direct consultant tea to adjust development strategy accordingly
  • Secure and lead project teams of professional consultants and contractors through full project approvals process, including re-zoning, official plan amendments, site plan approval, variances, consents and all other regulatory approvals required
  • Oversight of construction project management including monitoring of costs, schedules, quality control, construction cost estimation, etc
  • Enhance process improvement for both internal and external processes in order to accelerate development cycle times
  • Improve and expand stable of outside consultants, contractors, project managers etc
  • Projects will be a collaborative effort with team members at head office in Toronto.  Regular travel to Toronto for team meetings (approximately once every month) is expected

Requirements

  • University degree in Urban Planning or a related field
  • Minimum 3 years development experience including management of the approval processes, working with municipalities and other governmental agencies
  • Working knowledge of construction/architectural concepts, financial pro-formas, planning and approvals and project management
  • Ability to lead and to prioritize competing short and long term deadlines
  • Ability to build strong relationships with diverse internal and external groups
  • Ability to work autonomously, make decisions and problem-solve independently, effectively and creatively
  • Excellent communication skills with advanced proficiency in Excel
