Head of Development and Construction, Canadian Multi-Family

Overview

The Head of Development and Construction will be accountable and responsible for the overall strategy and management of the company’s development projects and the development and construction departments within the Canadian Multi-Family group.

Duties and Responsibilities

  • Manage the internal development and construction teams
  • Oversee and coordinate the development process for all development projects ensuring that all team members (internal and external) are accountable to their assigned area of expertise
  • Review and/or prepare project assessments and project business plans (cash flow requirements, equity investment requirements, funding requirements, estimate accurate financing terms, operating pro-formas, etc.)
  • Review and/or prepare site analyses including, but not restricted to, financial feasibility of the projects, tenant demand, site capacity, planning approval issues, partner and lender related issues, valuation, site servicing requirements and community impacts
  • Review and/or prepare development proposals for Senior Management approval to be presented to stakeholders
  • Coordinate and assist with delivery of quarterly reporting to stakeholders with respect to progress on development projects
  • Coordinate and assist with delivery of annual budgeting to stakeholders with respect to progress on development projects
  • Formally present aspects of the development projects to stakeholders or others as may be required from time to time
  • Participate and help coordinate all internal/external project meetings, periodic review and site meetings on all projects
  • Coordinate cohesive teamwork between Development and Construction teams to ensure seamless and cost-effective planning and design of the projects
  • Engage third party cost consultants for external pricing estimates and coordinate full and accurate review of the assumptions formulating the analysis
  • Direct and oversee preparation of drawings, budgets, schedules, within the approved plans and specifications pre-construction through to completion
  • Initiate and maintain relationships with a broad range of stakeholders, including investors, lenders, tenants, community-based groups, contractors, businesses and government agencies
  • Ensure effective coordination is achieved with all employees, consultants or partners in the preparation of studies, designs, plans, specifications, permits and cost estimates
  • Ensure that all project components and activities meet local, provincial and or federal codes and regulations
  • Be an effective resource for the partners to assist them in their area of accountability
  • Supervise the construction team to develop, implement and monitor construction process and controls, ensuring framework allows for success at all stages of the project and is in accordance with approved plans and specifications
  • Review tender process for all construction related contracts, ensuring the structuring and negotiations result in the election of “best in class” contractors, consultants, trades, suppliers etc.
  • Review construction project budgets and schedules provided by the construction team and ensuring delivery of quality projects are on-time and on-budget

  • Thorough knowledge of and experience with development industry practices, market trends, products, technologies, methodologies and project management
  • Demonstrated ability and accountability to lead large, complex, urban, multi-phased, mixed-use projects from concept through design, financing, approvals, servicing, applicable government codes, branding/marketing, leasing and construction
  • Thoughtful Leadership with ability and experience to develop high-performing teams through effective engagement of team members and leveraging their strengths
  • Strong interpersonal and communication skills with ability to build a functional team dynamic and effectively convey complex performance results to stakeholders
  • Strong technical expertise: Project Management guru with proven ability to develop master planned communities, mixed use development and residential products
  • Responsiveness with ability to anticipate needs and deliver on commitments

Requirements

  • 12+ years of relevant investment, planning and development experience in the Real Estate industry (multiple asset classes an asset)
  • Post-secondary education in Business, Civil Engineering, Urban Planning, Architecture or other relevant education required
  • Demonstrated experience with strong financial acumen with the ability to interpret numbers into a business context
  • Well versed with the Ontario development industry including local, provincial and or federal codes and regulations
