Global Investor Fast-Tracks 278 Rental Homes in Liverpool as City’s Regeneration Drive Gains Pace

Liverpool, April 8, 2025 – Liverpool’s housing revival is gathering pace, as global investor Starlight Investments (“Starlight”) confirms that its 278-home Build-to-Rent (BTR) scheme in the city is just a few months away from completion. 

Backed by foreign capital and supported by Liverpool City Council’s bold regeneration plans, Starlight’s latest development is among the first institutional BTR schemes in Liverpool – a city whose potential has long been overlooked by regional investors. 

Starlight strategically targets investment in towns and cities that are significantly undersupplied but where local leaders are ambitious about investment into housing. The company is often a first mover into areas that need regeneration and as a result, its developments provide significant social impact to local communities. Starlight currently has a portfolio of over 3,600 suites in the UK with a vision to expand its platform to deliver thousands of new homes in the coming years.

This latest development underscores Starlight’s long-term commitment to Liverpool. A show suite is already open, and construction is well underway on the site, which sits within the £5 billion Liverpool Waters regeneration zone — the largest urban renewal scheme in the city’s history.

Just two weeks after Chancellor Rachel Reeves reaffirmed that housebuilding is a national priority, Starlight’s scheme offers a real-time example of private capital accelerating housing delivery, aligned with both local ambition and national priorities to build more homes, faster.

Liverpool has added just 1.1% new housing stock over the past five years, despite growing demand and a sharp rise in private renters — now nearly 29% of households, up from 23% in 2011. Much of the existing rental stock is ageing, with limited access to modern amenities.

Starlight’s decision to invest in Liverpool forms part of a broader UK expansion and reflects a clear belief that the city is ready for long-term partnerships.

The wider Liverpool Waters scheme — part of a £14 billion regeneration pipeline — will transform 60 hectares of historic docklands, delivering 9,000 homes, 2 million square metres of commercial space, and key infrastructure including a new cruise terminal and ferry hub.
